Summary: Different approaches to determining the essence of the Euromarket of money and capital are analyzed. The process of financial globalization, European paper market, state regulation and integration into the world stock
markets are investigated. It is proved that the international securities market combines part of the international debt market (namely, the international debt market, which is mainly the international bond market), the international market of titles (rights) and the international market of financial derivatives. The regulation of the activities of entities in the European Securities Market is carried out by two Directorates-General: the DirectorateGeneral for Free Movement of Capital and the Directorate-General for Internal Market Regulation. The legislative powers of the EU institutions are defined in Art. 180 of the Treaty establishing the EU: "In order to carry out their duties, the Council and the Commission may, in accordance with the provisions of this Treaty, adopt regulations, directives and decisions, make recommendations and draw conclusions."
