Summary: The essence of investments is summarized and the main classification features and types of foreign investments are presented. The role of investments in the development of territorial communities is outlined, especially in the conditions of martial law in Ukraine. The legal regimes regarding the formation of the investment climate in the state are described. A comparative analysis of direct foreign investments from EU countries and other countries in the Vinnytsia region was conducted. A SWOT analysis of the Vinnytsia urban territorial community was carried out regarding the attractiveness of investments. Measures to adjust the strategy for attracting foreign direct investment at the regional level are proposed. Measures to promote the attraction of investments in the Vinnytsia urban territorial community have been substantiated.
